Goals

• Everyone should be entitled to medical treatments as needed
• The percentage of expenditure for health care that goes to administration should be minimized

Recommendations

• A single-payer health insurance system should be established, administered at the state level. THis system should initially take over the insurance pool now administered by Medicare and Medicaid, and coverage should be gradually extended to all residents.
